The People’s Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Qinghai Delingha Concentrated Solar Thermal Power. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB as described in Section 5 of the Bidding Document.
2 China National Technical Imp. & Exp. Corp. and China Guangdong Nuclear Power Engineering Co., Ltd. Consortium(the “Tendering Agent”), authorized and on behalf of CGN Delingha Solar Energy Co., Ltd (the “Purchaser”), invites sealed bids from eligible bidders for the Procurement of Heat Transfer Fluid (HTF) for 50 MW solar thermal power. International competitive bidding will be conducted in accordance with ADB’s “Single-Stage One-Envelope” Bidding Procedure.
3 Qualification
Only eligible bidders meeting the technical and financial qualification criteria below should participate in the bidding. Details are provided in Section 3 of the Bidding Documents.
3.1 Financial Situation
3.1.1 Average Annual Turnover
Minimum average annual turnover of CNY 150 million (or the equivalent foreign currency) calculated as total certified payments received for contracts in progress or completed, within the last three (3) years.
3.1.2 Financial Resources
The bidder must demonstrate that its financial resources, less its financial obligations for:
(a) its current contract commitment,
(b) must meet or exceed the requirements for the subject contract of CNY 28 million (or the equivalent in other currency).
3.2 Experience
(a) The bidder shall have quality certificate of ISO 9001. The copy of the certificate shall be provided.
(b) Manufacturer of the Goods shall satisfy either of the two project experiences as below and Owner’s confirmation shall be provided for such experiences.
- has the experience in production and supplying of diphenyl and diphenyl ether HTF products (>1000mt/project) for at least 2 (two) parabolic trough CSP plants that have been put into commercial operation for over 2 years;
- has the experience of producing and supplying diphenyl and diphenyl ether HTF products (>1000mt/project) for at least 2 (two) chemical or petrochemical plants in which the HTF temperature of project in normal consecutive operation shall be between 280℃ - 400℃, the highest HTF operational temperature shall reach 393℃- 400℃ in normal heating cycle, and these plants have been put into commercial operation for over 2 years.
