1.      This Invitation for Bids follows the Advance Contracting Notice for this project that appeared in the “ADB Business Opportunities” issued on 4 November 2013.

2.      The People’s Republic of China has applied for financing from the Asian Development Bank (ADB) towards the cost of Anhui Intermodal Sustainable Transport Project. Part of this financing will be used for payments under the contracts named above. International Competitive Bidding will be conducted following ADB’s without prequalification procedure and is open to all bidders from eligible source countries.

3.      China National Technical Imp & Exp Corp. (CNTIC, the “Procurement Agent”), authorized and on behalf of the Anhui Provincial Department of Transport (Foreign Fund Project Management Office) (the “Employer”), invites sealed bids from eligible bidders for the construction and completion of the two civil works contract packages described in the table below:

4.      The scope of works for each contract section is detailed in Section 6-Employers Requires of this Bidding Document. Bidders may bid for one or more lots as indicate in the bidding document.

5.      Only eligible bidders meeting the technical and financial qualification criteria below should participate in the bidding. Details are provided in Section 3 of the Bidding Documents.

6.      Bidders are reminded to pay attention to the definition of “conflict of interest” in Clause 4.3 of Section 1-Instructions to Bidders. Bidders considered to be in a conflict of interest will be disqualified.
